Unfortunately, even with enchant skill at 100, you still can't make massive Constant Effect items. You can make some lesser stuff but to make a powerful item takes either hugely inflated enchant skill or luck/intelligence, via alchemy or some other exploit.
Item is less useful as each usage sucks up more charges. Note: For constant-effect enchantments you need a soul with 400 charge. Check beats online. The success calculation for high-end enchantments (somewhere above enchant value 60) is very tough: Even with enchant boosted up to 120 (via fortify skill spell) I fail very often. There is a loophole in the. Resist Magicka would work if it worked on all spells, but these guys have fire, frost, shock, poison and absorb health. Resist magicka only works on the absorb health. Due to Morrowind's compound enchanting, I can't effectively put more than 1 resistance on an item. Anyway, it doesn't really matter now since I found a different way to handle them. One special exception is the bow, as you cannot have the Infinity (infinite free arrows) enchant if you have mending.

Must-Have Skills:
Enchanting - Expensive skill, but SO worth it. Enchanted items cast fast and cast free. If you get NO other magickal skills, get this one.
Light Armor - The best magickal armors in the game are light (Curaiss of the Savior's Hide and Boots of Blinding Speed), it doesn't affect encumbrance much, and you can use that advantage to steal what you need to pay for the constant repairs.
Sneak - In order to get the money to make decent enchantments, you need to be able to steal. Raiding smuggler's caves ain't gonna cut it - you need to break into the treasury of the three great houses. This means you need a great sneak skill.
Short Sword - Now, you may be asking, 'What the hell? The best weapons in the game are Long Swords, then Axes, then Blunt. WTF?'
But see, Short Sword is dependant on SPEED. And with the +200 fortify to Speed granted by the Boots of Blinding Speed, you get an AWESOME bonus to your short sword skill. In fact, with my enchanted Daedric Wakizashi I can often backstab a Dremora Lord in one hit, and Golden Saints in two. Even Ascended Sleepers fall prey to the power of 300 speed short sword. It's very, very nice.

Must-Have Items:
Amulet of Shadows - Obtainable off the invisible guy just north of Gnisis, this little gem grants you 80% chameleon for 60 seconds. This not only turns you into an ungodly thief, it also allows you to walk unscathed through almost any combat situation, since the monsters won't touch you. In fact, if you attack them while cloaked, most NPCs and monsters will actually flee in terror.
Curaiss of the Savior's Hide - Safely in a 100 Lock / Trapped cabinet in Divayth Fyr's tower, Tel Fyr. When you levitate up into Fyr's personal chambers, it's off to your right when you're facing him with your back to the entrance flyway.
The curaiss is the best single piece of light armor in the game, with 266 points, plus it has a constant effect of 60% Magicka Resistance.
Boots of Blinding Speed - Snag them off Pemenie the Trader north of Caldera. She'll ask for an escort to Gnaar Mok. You can do that if you want, but killing her is pretty easy too.
Now, while they DO grant +200 to your speed, making moving from place-to-place much, much easier, they also curse you with 100% blindness. Oops. Fortunately, magicka resistance works against that. If you are a Breton (50% magicka resistance) you're only blinded by half. Add the Saviour's Hide to that, and you have 110% magicka resistance, effectively nullifying the boots ill effects but still granting a +200 fortification to your speed.
Others: Now, for me, I like to enchant. A few good enchantments:
Belt of Horus - Exquisite Belt, Constant Effect: Bound Gauntlets, 20% Night Eye
Pants of Fortitude - Exquisite Pants, Constant Effect: Restore Fatigue 12pts.
Shatterlock - Extravagant Amulet, Cast on Use: 100 Open on Touch
Ring of Rescue - Extravagant Ring, Cast on Use: Recall, Restore 34 points health on Self
Vampiric Ring - Exquisite Ring, Cast on Use: Absorb 100pts Health for 2 seconds on Target
Remember, the higher your Enchant skill, the more often you can use your items and the faster they recharge over time. And Enchant goes up every time you use them.
